1. Call to Order
Mayor Graunke called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, June 7, 2022, to order at 7:00 pm.
2. Roll Call and Approval of Agenda
Members Present: Dale Graunke, Mayor; Councilmembers Betsy Moran, Holly Schrupp, Jon Sutherland, Jason Franzen.
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Shawn Louwagie, City Engineer; Paula Bauman, Administrative Services Coordinator; Alisha Ely, Administrative Specialist; Bryce Borland, Administrative Intern; Monte Mills, Attorney for LMCT; Emily McAdams, Attorney for LMCT.
Phil Kern requested to add the following items:
8C2: Resolution and Ordinance prohibiting the application and/or issuance of Billboard Signs
11A: Review of Code Section 303.01

A. Recognize participants of the City of Delano’s Citizens Academy
5. Minutes
A. May 17, 2022 – Regular Meeting
Motion by Jason Franzen, seconded by Jon Sutherland to approve May 17, 2022, Regular Meeting Minutes; motion carried.
6. Consent Items
A. Approve miscellaneous annual licenses for businesses within the City of Delano
B. Authorize temporary street closure and outdoor live music for Brickside Grille and Tap Customer Appreciation Street Dance on Saturday, June 25, 2022
C. Approve bid received in the amount of $11,107 for office remodel for a second conference room at City Hall
D. Authorize five outdoor music dates for Lupine Brewing Company
E. Authorize six outdoor music dates for Reider Homestead Concerts
F. Authorize a temporary on-sale liquor license and gambling permit for St. Maximillian Kolbe Church
G. Adopt resolution ordering an EAW for the proposed Capstone Homes development
H. Approve the event license for Delano Honor the Blue event scheduled on August 1, 2022
Motion by Holly Schrupp seconded by Betsy Moran to approve consent items C, E, F, G, and H; motion carried.
Motion Jason Franzen seconded by Betsy Moran to approve consent items A, B, and D; motion carried.
8. General Business
C. Planning and Development
1. Authorize staff to seek proposals for design services on the proposed Ice Park project
Motion by Betsy Moran seconded by Jon Sutherland to authorize staff to seek proposals for design services on the proposed Ice Park project; motion carried.
2. Resolution and Ordinance prohibiting the application and/or issuance of Billboard Signs
Motion by Holly Schrupp, seconded by Betsy Moran to adopt a resolution prohibiting the application and/or issuance of Billboard Signs; motion carried 5-0 by roll call vote.
Motion by Betsy Moran, seconded by Holly Schrupp to adopt an ordinance prohibiting the application and/or issuance of Billboard Signs; motion carried 5-0.
D. Public Safety
1. Consider an increase in policing contract hours Attachment: Contract | Presentation
Motion by Holly Schrupp, seconded by Jason Franzen to increase in policing contract hours; motion carried 4-1.

10. Claims
A. City Claims (May 18, 2022 – June 7, 2022)
Motion by Holly Schrupp, seconded by Betsy Moran to approve City Claims from May 18, 2022 – June 7, 2022; motion carried.
11. Close/Executive Session
A. Review pending litigation and discuss code Section 303.01 Subd. 2 Subsection H with attorney/client privilege
Motion by Holly Schrupp, seconded by Jason Franzen to enter into a closed session to review pending litigation and discuss code Section 303.01 Subd. 2 Subsection H with attorney/client privilege; motion carried.
Motion by Holly Schrupp, seconded by Betsy Moran to exit closed session to review pending litigation and discuss code Section 303.01 Subd. 2 Subsection H with attorney/client privilege; motion carried.
Motion by Holly Schrupp, seconded by Betsy Moran to adopt resolution staying enforcement of City Code Chapter 3, Section 303.01, Subdivision 2, Subsection H; motion carried 5-0.
12. Adjournment
There being no further business to discuss the special City Council meeting of Tuesday, June 7, 2022, was adjourned at 8:35 pm.
