City Council/Economic Development Authority

1. Call to Order
Mayor Graunke called the special meeting of the Delano City Council/Economic Development Authority of Tuesday, May 31, 2022, to order at 7:00 pm.
2. Roll Call and Approval of Agenda
Members Present: Dale Graunke, Mayor; Councilmembers Betsy Moran, Holly Schrupp, Jon Sutherland, Jason Franzen.
Also Present: Phil Kern, City Administrator; Brian Bloch, Finance Director; Shawn Louwagie, City Engineer; Paula Bauman, Administrative Services Coordinator; Alisha Ely, Administrative Specialist; Bryce Borland, Administrative Intern.
3. Special Order of Business
A. Discuss Legacy Woods utilities
Shawn Louwagie discussed the sanitary sewer system within the Legacy Woods development.
B. Discuss County Line Road Development Proposal
Phil Kern discussed back in late April, a developer contacted the City, and a commercial retail building would like to go in the near Independence and Delano, noting the developer would need Delano utilities for this project to move forward. Kern stated that to do this project, the City would more than likely have to annex the property into the City limits.
C. Discuss Utility Rates
Phil Kern discussed utility rates, the City currently manages three enterprise funds.
D. Discuss Organizational Plan
Phil Kern discussed the Staffing Organizational Plan that has been discussed with the Department Head group. The purpose is to create a structure that is easily adaptable and provides a roadmap for organizational goals.
E. Discuss the Rebranding RFP for the City of Delano
Paula Bauman discussed the rebranding RFP for the City of Delano. The City has had the current Logo since the early 2000s and has never gone through an official branding process.
F. Discuss City Administrator Employee Contract
Dale Graunke spoke regarding the current City Administrator contract.
Motion by Betsy Moran, seconded by Dale Graunke to increase the step salary to Step 1: $59.39 to Step 9: $69.59 for the City Administrator Contract; motion carried 3-1-1.
Motion by Betsy Moran, seconded by Holly Schrupp to have the City Administrator salary increase go into effect June 5, 2022; motion carried, 4-0.
There being no further business to discuss the special City Council meeting of Tuesday, May 31, 2022, was adjourned at 9:30 pm.
