City Council/Economic Development Authority
Tuesday, April 5, 2022 – 7:00pm
1. Call to Order
Mayor Graunke called the regular meeting of the Delano City Council/Economic Development Authority of Tuesday, April 5, 2022, to order at 7:00 pm.
2. Roll Call and Approval of Agenda
Members Present: Dale Graunke, Mayor; Councilmembers Betsy Moran, Holly Schrupp, Jon Sutherland, Jason Franzen.
Also Present: Phil Kern, City Administrator; Shawn Louwagie, City Engineer; Alisha Ely, Administrative Specialist; Bryce Borland, Administrative Intern.
Motion by Jason Franzen, seconded by Jon Sutherland to approve the agenda with recommended changes; motion carried.
4. Communications and Announcements
A. Consider scheduling a City Council Worksession
Phil Kern discussed the significant items coming forward to the Council. Staff is recommending additional meetings on Tuesday, April 12, 2022 at 7:00 pm and Tuesday, April 19, 2022 at 6:00 pm.
Betsy Moran noted the LMC Meeting is June 22-24, 2022.
5. Minutes
A. March 7, 2022 – Joint Commission Workshop
B. March 15, 2022 – City Council Regular Meeting
Motion by Holly Schrupp, seconded by Betsy Moran to approve March 7, 2022 – Joint Commission Workshop and March 15, 2022 – City Council Regular Meeting minutes; motion carried.
6. Consent Items
Motion by Holly Schrupp, seconded by Betsy Moran to approve Consent Items A, C, D, E, F, G, and H; motion carried.
Motion by Holly Schrupp, seconded by Jon Sutherland to approve Consent Item F; motion carried.
A. Consider the purchase of a Lucas 3.1 for Autopulse from Stryker Medical for the Delano Fire Department
B. Consider funding to replace fire panel and components at Delano Library
This item was removed from Consent at this time.
C. Consider resolution re-establishing the City of Delano’s precinct and polling place
D. Consider approval of a new lease with Metro Sales, Inc. for a new copier for City Hall
E. Consider the listed items to be brought to the auction in Monticello
F. Consider authorizing the purchase of play equipment from Landscape Structures for Savannah Park.
G. Consider approving the purchase of sixteen 4” Malibu Benches from Markstaar
H. Consider hiring personnel for Cablecaster position

1. Motion authorizing execution of deed conveying Outlot D and E of Granite Works Addition, subject to execution of drainage and utility easements
Motion by Jon Sutherland, seconded by Betsy Moran to approve authorizing execution of deed conveying Outlot D and E of Granite Works Addition, subject to execution of drainage, utility easements, and pin placement; motion carried.
E. Parks and Public Works
1. Motion approving plans for the Nutrisource Pet Park
Motion by Betsy Moran, seconded by Jon Sutherland to approve plans for the Nutrisource Pet Park; motion carried.
2. Consider request from Delano Community Education to renovate the Delano Disc Golf Course
Motion by Dale Graunke, seconded by Betsy Moran to approve the request from Delano Community Education to renovate the Delano Disc Golf Course; motion carried.
3. Review the bids received for McKinley Parkway SW
Motion by Jon Sutherland, seconded by Jason Franzen to award the bid for the McKinley Parkway SW project to GMH Asphalt Corporation; motion carried.
4. Central Park Ballfield
Motion by Jon Sutherland, seconded by Holly Schrupp to approve Central Park Ballfield improvements; motion carried.

There being no further business to discuss the regular City Council meeting of Tuesday, April 5, 2022, was adjourned at 8:23 pm.
